only he can tell you what the problem is. Maybe he told you the truth that he cannot be in a relationship at the moment for what ever reason and you should just respect that. At least he told you first and did not just blow you off. Sometimes people have other things going on in their lives that they cannot share, so do not take it personally and move on.
